What NEC Contract Master is
NEC Contract Master is consultancy, not a software product. It is how this practice handles temporary works when the contract is NEC4 — typically the Engineering and Construction Contract — so the design pack, the register and the commercial notices tell the same story. Late temporary works design is one of the usual reasons a programme slips. Under NEC4 that slip is meant to be visible: an early warning when the risk is seen, a compensation event when the Works Information or the Site Information changes the temporary condition, and a programme that shows the design, check, lead-in and permit before the activity that depends on them.
David J. Miller is a Chartered Civil Engineer and a PMI Construction Professional (PMI-CP). The engineering is the Cat 0–3 design and check to BS 5975. The contract work is making sure that engineering is submitted, notified and programmed in the way NEC4 actually requires — not a separate “claims consultant” discovering the temporary works after the event. This is not a substitute for your project manager’s contract administration, and it is not legal advice. It is the temporary works designer and TWC-support role, spoken in NEC4: Works Information versus Site Information, clause 15 early warnings, clause 31 programmes, clause 60 compensation events, and design submissions where the contract requires them. CDM 2015 duties sit alongside the contract; they are not displaced by it. A compensation event does not remove the need for a competent design and check before the structure is loaded.

Works Information and the brief
Read what the contract actually asks for against what the site needs. Gaps in Site Information — ground, existing structure, possessions — are the usual source of both design risk and compensation events. They are written down early.

Early warnings
When the temporary condition is the risk — late design, missing check, plant that will not fit, a method that contradicts the drawings — an early warning is the NEC4 mechanism. The notice is drafted from the engineering, not from a commercial template that forgets the technical cause.

Programme and submissions
Design, Cat 0–3 check, lead-in, inspection and permit are shown as real activities ahead of the operation they enable. Design submissions follow the contract’s acceptance process so the TWC is not waiting on a silence that the programme treated as approval.

Where the event changes the temporary works, the quotation includes the design, check and construction of that temporary condition. PMI-CP discipline is used so the time and cost are built from the same brief as the calculations.
