Full Site Coverage Declaration
Before the audit is accepted, the commissioning company / site representative confirms that:
- the video provides a complete and representative walk-round of the accessible active site;
- all relevant workfaces, access routes, welfare, storage, temporary works, plant interfaces and higher-risk areas have been shown where reasonably practicable;
- any area that could not be recorded is identified and explained;
- known safety concerns are not deliberately omitted or concealed; and
- the information supplied is accurate to the best of the company’s knowledge at the time of recording.
Important: the commissioning organisation remains responsible for the completeness and accuracy of the evidence it provides. A remote audit cannot verify conditions that were not shown; a deliberate or material omission may invalidate the audit as a representative review of the site.

Does a remote audit replace statutory inspections or competent persons?
No. It is an independent advisory review based on the evidence supplied. It does not replace statutory duties, required inspections, appointed-person responsibilities, competent supervision or project-specific procedures.
What happens if part of the site cannot be filmed?
The area should be declared, with the reason it was not captured. The report then states the limitation clearly and, where appropriate, requests alternative evidence or a follow-up review.
Can a site manager deliberately avoid a poor area?
The commissioning organisation makes a Full Site Coverage Declaration. A known safety concern or material area should not be deliberately concealed. A material omission may mean the audit cannot be treated as representative of the whole site.
Can you audit multiple sites for one contractor?
Yes. The model suits recurring assurance across multiple projects because the capture process is consistent and travel is minimised. A retained programme can also allow trend reporting across the business.
Is the audit only about temporary works?
No. The core offer covers general construction site safety, with temporary works controls reviewed in greater depth where required.
